Bears in Chiba?

On one of my bicycle tours around Narita, I saw something from far which resembled a bear. But actually, in the area where I live no bears are reported. Nevertheless, I met one.

Without that white cloth around his neck, I wouldn't have approached. I didn't think at that time that it could have meant it just ate somebody.

This one doesn't live anymore, that's for sure. If it would, it would need serious medical attention.

Apparently, it stands here since longer times, the fur is missing in several places, the face is missing. The size indicates that it was a black bear but the fur has become brown.

What should the white cloth indicate? Some religious ceremony? Part of a scarecrow ? Tell the people to not be afraid? I don't know.

Btw, did you know that approximately 6% of Americans believe they could defeat a grizzly bear in a fight, according to polls.
